What We Do

The City of Flagstaff Economic Development Offices are a part of our Community Investment Division.

Our Community Investment Division includes Economic Development, Beautification, Arts & Sciences, and Parking Management (ParkFlag).
Here’s a summary of what they do:

  • Beautification, Arts & Sciences stewards the public art and sciences through community engagement and partnership.
  • Economic Development focuses on business attraction, retention, and expansion. Choose Flagstaff is an extension of the Economic Development program. We strive to make doing business in Flagstaff easier and keeping businesses happy, healthy, and thriving.
  • ParkFlag manages parking in Flagstaff’s downtown. Our parking aides serve as ambassadors providing high-level customer service and answering your questions about parking and all things downtown.

All of these entities may seem unrelated, yet they are united by one common theme: Each interacts with the public. Quite often, they’re the first impression of Flagstaff.

Uniting these offices creates a strategic advantage, because interdisciplinary teams bring out the best in all of us. No matter our expertise, we share the same goal:

The City of Flagstaff received a Website Award of Merit for the redesigned Choose Flagstaff website. The project focused on overhauling the website’s structure and functionality, aesthetic, and ability to showcase new media and announcements.

Who We Are

David McIntire

David McIntire

Community Investment Director
David McIntire has worked in many areas within City government and the Flagstaff community for the past 18 years. His love of Flagstaff and the people in it drives the goal of a prosperous, vibrant, stable, unique and beautiful community.

Creag Znetko

Economic Development Administrator
Creag is the primary City contact Flagstaff’s Incubator and Accelerator facilities and works closely with MOONSHOT to support business development. He shares the management of the Brownfield Program, supports the Economic Development team, and is directly involved in the five programs of the Community Investment office. He has been with the City of Flagstaff for ten years and is a member of the Arizona Association of Economic Development. Creag has received his AZED Pro certification.

Annalisa Hansen

Executive Assistant

Annalisa has lived, worked, and recreated in Flagstaff since 2013. During that time, she has worked for businesses ranging from small family operations to regional corporations and is continuously energized by the passion and care people bring to this community. Annalisa attended Northern Arizona University and holds a bachelor’s degree in business administration and marketing. She has worked for the City of Flagstaff since 2024 and is involved in all Community Investment programs, including economic development, beautification, arts and sciences, and parking.
